2020 Census Evaluation: Reengineered Address Canvassing Operation: Suppressed and Salted Addresses

The purpose of this evaluation was to assess the redesign of the Address Canvassing operation, including the use of in-office address canvassing and interactive review. In an effort to reduce costs and improve quality for the 2020 Census, a preliminary in-office component was added to reduce the magnitude of work conducted in the field. The Reengineered Address Canvassing operation for the 2020 Census included a suite of operations, conducted both in the field and in the office, which reviewed and updated, as necessary, the address list and map data for the 2020 enumeration.

The objectives of this evaluation focused on the lister activities included in one research question in the full Reengineered Address Canvassing Operation Evaluation: 1) the listers’ handling of valid addresses that were suppressed from their workloads, and 2) the listers’ handling of fabricated addresses plus addresses believed to be invalid housing units that were “salted” into their workloads.

Although this study was designed to evaluate the effectiveness of Address Canvassing listers’ handling of valid addresses that were missing from their workload and invalid addresses that should have been removed, important research and assessments have already led to significant changes in the approach for address frame maintenance in the MAF/TIGER System that will yield improvements for 2030 Census frame development and maintenance.
