In previous years, cases with missing Food Security data were incorrectly routed to logical value assignment (AFOOD1-6 = 3) rather than pulling values from a hot or cold deck matrix. For 2023 SIPP, the pathing logic for cases with missing data has been updated and a new imputation matrix was created to more accurately assign values. The bulk of cases with missing data now correctly receive allocated values from either a hot deck or cold deck matrix. Since the new matrix was added, a small number of cases allocated from a cold deck matrix (AFOOD1-6 = 5) received values for EFOOD1, EFOOD2, and EFOOD3 that would have placed these cases out of universe for EFOOD4-6. Instead, these cases also received values for EFOOD4-6. For any case with a cold deck allocation flag, EFOOD4, EFOOD5, and EFOOD6 should be treated as not in universe.
