Census 2000 available in both formats

The core TIGER/Line Files and Shapefiles do not include demographic data, but they do contain geographic entity codes that can be linked to the Census Bureau’s demographic data, available on data.census.gov.

All legal boundaries and names are as of January 1, 2000.

Census 2000 geographic boundary files can be found in shapefile format under the 2010 tab. Select a type of geography from the web interface or on the ftp site and there will be an option to choose 2000.
